You need to check the power supply and grounding circuit to it and if all works out. the meter cluster itself is faulty. I think this might be coming from the ecu. but im not sure. Instrument cluster lights not working.

After some diagnosing it seems if i pull the fuze for the ic when they ignition is turned on and put it back the ic will work as long as i shutoff the car again. Since it works until you start the engine. my guess is that its not a problem with the cluster. but in the wiring somewhere.

Replaced fuses and everything works except the cluster gauge lights! Stopped restarted 4hr.s later speedomoter and gauges dont.

Unsolder The Fluorescent Lamps And Any Led Lights That May Be On The Way.
If they dont. its a bad rheostat (jumper it to find out). or as psaboic said. connection from the headlight switch to the cluster or a bad headlight switch. The cluster wakes up based on can bus signals. If they do. theres an issue in the cluster between the rheostat and the bulbs in the cluster.
Unplug The Connector And Completely Remove The Instrument Cluster.
It sounds like some signal is not getting across the can to activate the cluster with the engine running. You can try removing fuse 64 for 30 minutes then reinsert it and see if. Here is a list of what causes the instrument cluster to stop working:
