I pulled my cluster. did a through cleaning of each blue cover and the back of the cluster. painted the back of the cluster reflective silver instead of white. then reassembled with all new bulbs. Turn the dial to adjust the brightness. With the headlights on. if the panel lights are dimmed. it will stay on for longer and just flicker.

Considering you said they dimmed and not went off completely. it is not a fuse. Locate the instrument panel dimmer switch on the left side of the steering wheel (it’s a dial control).
