The guage should go thru the full range of motion when you ground it. Since the gauge is pegged. it is getting full voltage somehow.

My journey included a 1 mile drive at 35mph to the freeway. and then 8 miles at 75mph with an outside temp of 75*. Disconnect wire from temp sensor(should be 1 wire connector) and ground the wire.

You could also verify that it isnt the sender with your multimeter. The pointer will move backward to the stop pin and then display actual temperature.
